I tried all recommendations made to other inquirers -- ie uninstall then reinstall with latest version after reboot.

Hello WannerG_Intel,
Please find attached the three log files contained in the c:\programdata\intel\SDA folder (Service_DATE, UpdateService_DATE, and Tray_DATE logs) . At the end of the log files shows some errors, but of course you will understand better than me what these errors stand for.

We released a new version of Intel® Driver & Support Assistant version 20.5.20.3 that contains a fix for the issues reported on Intel® Communities. Please rescan Intel® DSA and update to version 20.5.20 and see if it works as expected.

Running the following two commands in an Administrator Command Prompt/PowerShell (right click on start button) fixes this issue (by enabling localhost to listen locally) and restarts the "Intel(R) Driver & Support Assistant" Windows service
netsh http add iplisten 127.0.0.1
net stop DSAService && net start DSAService
