In normal circumstances, doing a instantaneous system reset (i.e. pulling the rug out from under the O/S) can result in drive corruption, etc. issues. As a result, it was decided that no reset button would be provided on the chassis front panel. The front panel header on the board has pins that can support the connection of a switch, should you desire to have a system reset capability (for debug purposes, etc.). With appropriate length wiring, you could bring this switch outside the chassis where it can be more-easily accessed.
Hope this helps,
