I just installed latest windows 10 on my new nuc 7i3 bnh. and testing video playback, It is able to play 2160p 4k 60fps videos without any problem.
But once I turn on the new HDR option on windows setting, video starts lags and doesn't play smoothly even on 720p mode.
I think this can be solved by driver updates or something.

I understand that you are having performance problems when playing HDR videos on youtube since the video lags, I apologize for any inconvenience this may have caused.
Regarding this problem, I actually replicated it with the equipment we have here and I was able to play the provided video at 2160p 4k 60fps HDR. This means that the unit should be able to play HDR videos just fine. I used the following settings:
1) HDR: On
2) Windows 10 build 16299
3) Graphics driver: 4849: https://downloadcenter.intel.com/download/26947/Intel-HD-Graphics-Driver-for-Windows-10-for-Intel-NU...
4) Microsoft Edge. https://www.youtube.com/watch?v=1La4QzGeaaQ at 2160p 4K HDR.
5) RAM: 8GB, initially had 4GB and it was causing some lag which was fixed by increasing the RAM to 8GB.

Hi, I'd like to chime in here if I could. I think your test is flawed because YouTube HDR videos do not play on Microsoft Edge, only on Chrome. If you load the video you mentioned in step 4) into Edge, then click at the bottom where it says "4K," you will not see HDR, only 2160p60. If you load the same video in Chrome, you will see 2160p60 HDR. You'll also notice that the video looks completely different in true HDR (a lot brighter and more saturated). Can you rerun the test on Chrome and tell me what you get? Because I'm having the same problem as the above user.
I have re-run the test, and the results are the same as mentioned before. The same options found in Chrome are listed in Edge, I am able to select these and play HDR videos just fine.
