Is there a capacity limitation on the subject accelerated boot drive? For example, can a 32GB Optane m.2 card be used with a 4TB mechanical boot drive?

Intel® Optane™ Memory can be paired with any SATA based drive as long as the system meets the requirements. The drive capacity is not part of these requirements and a 4TB SATA HDD should work fine.
