Altera PLL IP library disabled for Terasic's

I am using Quartus Prime Lite Edition (Linux) v16.1 on Terasic's DE10-Lite's MAX10 10M50DAF484C7G. 

I would like to use Altera PLL IP library (QSys > IP Catalog > Basic Functions > Clocks: PLL and Adaptors > PLL > Altera PLL). However it seems greyed-out (disabled) for the DE10-Lite board. Avalon ALTPLL library is available though. I do not have another board, but it seems that the Altera PLL library becomes available when selecting another board. 

 

I have 2 questions : 

- could it be that the Altera PLL IP is only available for some boards and not others? In particular not available for DE10-Lite? 

- I have never used Altera PLL library, but would Avalon ALTPLL library be interchangeable with it?

It is not based on boards, it's based on Device Family. It's not available for Max 10.

Both have similar functionality check respective user guide.
