I have a Basys 3 FPGA, built by Digilent.  Can any version of Quartus program this board?  I have Quartus Prime 23.1.  How do I tell it that I want to use this board?

That uses a Xilinx Artix-7 FPGA. No Intel/Altera parts.

IIRC Digilent does not / has not ever used Altera parts, only Xilinx parts.

 

You need to go to AMD/Xilinx and/or Digilent for support for that board.
