Can I use Quartus Lite to program a cyclone 10lp dev board

I was wondering if I can use Quartus Lite to in program the Serial device on my Cyclone 10 lp dev board?

You can use either Quartus prime lite or standard editions of following versions of Intel Quartus tool,

Yup, I have lite. The question is will 18.1, the windows version of Quartus lite erase the memory and program the serial memory by way of a jtag probe? AT present, I get a failure! See pictures.
