Can't Start NEW HSP BSP

I am attempting to start a new HPS BSP, however I am not able to because the option is currently grayed out. I used the command, "nios bsp editor" to open the BSP editor. Is there another command I need to use to open a different BSP editor(one that doesn't have the HPS BSP grayed out)? If not, what is the process accessing the new HPS BSP option?

I presume you're doing this from a command shell.  The command is "bsp-editor".

What is your target device and what edition of Quartus are you using (Lite, Standard, Pro)?
