I'm currently using Quartus II 13.1.0 and am wondering if synthesis and/or place & route quality of results will improve with the latest version of Quartus Prime. And, if so, by roughly how much.

There will be some improvement over the years for synthesis and place and route. Synthesis mostly are on covering more IEEE syntax, place and route are for better algorithm to timing closure.
However, this was benchmark internally. from user perspective, we encourage user to upgrade to the latest release of Quartus Prime mainly because we have a lot bugs fixed in the latest version. Thanks Kenny. We want to upgrade, but we suspect that the IP we're using will change, creating a lot of new verification work. Is there a way to bring the IP forward from Quartus II to Quartus Prime such that the IP is identical between Quartus versions?

Sorry for the late reply, the quick answer is no.
The reason is old version of IP will not be compatible on the latest version of Quartus Prime.
