You need Quartus standard. they are separate installation.
You need to donwload Std version

And no need to downgrade the license. Same license for Pro and Standard.

Can I work on Quartus Prime Standard with "Questa*-Intel® FPGAs Pro Edition Software Version 23.3"? or should I use the "Questa*-Intel® FPGAs Standard Edition Software Version 22.1.2"?
And may I know what is the difference between those and Starter Edition?
I want to know what version that will support the SystemVerilog verification capabilities.

Questa std should be working with Quartus STD. I suggest to install new Quartus STD package. Lot easier.
