DIE LOT 2032,AND ANOTHER WITH DIE LOT 2124.
Can it be a counterfeit ? Or perhaps Altera /Intel did manufacture those devices at Winbond Fabs,and this can explain the marking?

I added here the top marking from the report we received.
In addition, I wanted to add a reply from an Intel employee from 07.04.2022 about simila question. Her name is Nur Aiman - saying Winbond are printed on EPCQA devices.But I didn't find here how to add it.

I can't see any attachment regarding the top marking. Can you please provide the top marking.
Altera has its authorized distributor to sale Intel devices. If you got the devices from formal distributors, you shouldn’t worry on the device authenticity/validity as the devices must be valid units. Otherwise, we do not ensure the device quality and do not provide the further service. You may find the authorized distributor list from the link below:
