Having problems with 18.1 pro ant eh intel fft ip

I am using version 18.1 pro, and my design include the FFT IP, which I have customized. When I attempt to synth and place-route quartus fails indicating indicating that it could not open the sine and cos  .hex files, it gives the path to the files and  this path points to the working directory not the ip directory. My workaround is to copy the .hex files to the working directory, then it works.

 

I think this is an error with Quartus or am I configuring my design improperly.

All our code is behind a firewall and it is not very practical at this point to share the .qar file I look into it next week ben
