How can NIOS II command shell in Quartus 19.2 find the wsl and dos2unix commands?

I want to use Nios II command shell for release 19.2. I followed the instructions and installed Ubuntu 18.04. In the Ubuntu pop up window I installed the wsl , dos2nios and make packages as described in the NIOS software developer handbook. When I start NIOS II command shell I get the error message. Command 'wsl' not found Please install with: sudo apt install wsl. I get the same message for dos2unix. Does somebody knows what goes wrong here or what next steps I have to do to get the NIOS II command shell operating?
