How to open System Console from command line?

Intel's developers don't know how to add .desktop to gnome, therefore there is no "All Programs > Intel FPGA <version> > Programmer and Tools > System Console".

What is the binary to open the System Debug tool when Intel® Quartus® Prime Pro Edition Programmer and Tools is installed?
