What version of SUSE are you using ? Please note Quartus is supported for SUSE SLE 12.
Can you make sure all the environment variables are set as described in installation guide ?

I am using openSUSE Tumbleweed. I tried server slipstream then localhost.

Ok I am not familiar what is Tumbleweed. As mentioned Quartus is supported and tested for SUSE SLE 12.
