Basically there is a wide range of FPGA development kits to do such a project.
My preferred dev kit is DE10 Nano SoC. This is a Cyclone V soc device with Arm SoC.

For the camera, this module you need to search about since we dont have camera modules. However, you might start with this:

Hello,
Nios II is a soft-core processor IP available in all FPGA devices. DE-10 Nano is a cyclone V SoC based board. You can create your Nios II application on this FPGA.

Power etc sould be in the datasheet for the module. Advantages are difficult to say. It depends on your specific application. What are the conditions: low light, distance to object, required framerates etc.
