I don't think Intel has the Quartus tools on the cloud. But you can check out this site that does offer them on the cloud https://www.nimbix.net/intel-fpga/
Not sure about the tool versions that are being used there though.

As there is Cloud Service at the following Intel site, it seems that the service is being provided. However, I asked a question because the charge system was unknown.

If you look at the Intel site, it redirects you to the same Nimbix.net website. You will have to contact Nimbix to find out the pricing and licensing options. The pricing of cloud based Intel tools may include the version of tools you want to use as well as the amount of hardware / software resources on the cloud that you require. So I'd suggest you contact Nimbix for pricing details and also find out about if the pricing includes the tools licensing and also the version information.
