In Quartus Prime for Altera Max V, I set the oscillator to 3.9MHz, but it seems to still be at 5.3MHz. How do I set the oscillator properly? Clicking on Tools -> IP Catalog doesnt do anything

From the MAX V device handbook

page 2-22, chapter "Internal Oscillator" you can see that "The typical OSC output signal frequency ranges from 3.9 to 5.3 MHz, and its exact frequency of operation is not programmable". So you can not program base frequency of the oscillator, you just can divide it afterwards.
