I have gone to the Intel "Download Center for FGPAs" and under the "Programming Software" tab, "Quartus Prime Programmer" can be found. Selecting release version 5.1, it takes me to a "Quartus II Subscription Edition Download v5.1 & Service Pack 2" download page. However, upon download I find that the software is used to develop FPGA loads, not actually load them onto the hardware. I am looking for the actual programming/loading portion of this software. Thanks.

Update: Do I need the Quartus II Stand-Alone Programmer? It looks like the earliest version of this is 9.1.

Yes, you can use the stand-alone programmer if you're just programming a device with an existing file and not doing FPGA development, but why are you looking at such old versions of it? What device are you trying to program?
