Is the license perpetual-the fixed subscription license of Intel® Quartus® Prime Pro Edition software

We are planning to buy the fixed subscription license of Intel® Quartus® Prime Pro Edition software.

We find online (https://www.intel.com/content/www/us/en/programmable/buy/design-software.html) it says:

 

Intel® Quartus® Prime Pro Edition software fixed-node subscription supports all devices on Windows platforms. Includes access to Intel Quartus Prime Standard Edition and software updates for one year.

$3,995 USD, Ordering code - SW-PE-QRTS-FIX.

 

Could you please tell me:

1, does it mean it can be updates to new released version within one year, and it can be used without time limit? In an other words, is it a perpetual license, or will it expire after one year?

2, does it only support Windows platform? If I install it on a Windows PC, and for some reason I change the OS of that PC into linux (hardware not changed), could I use the same license to run Quartus Prime for linux on that linux PC?

For Licensing most important thing is network interface card (NIC) ID is a 12‑digit hexadecimal string embedded in the network card that uniquely identifies a computer, check the 'Identifying Host's NIC ID" from link below,
