Is there a utility in quartus to generate an intel hex file for preloading the user flash memory from a file of values?

Use FILE / NEW / Memory Files / Hexadecimal (intel-Format) file

Hi, You can use .hex files as input files in the Intel® Quartus® Prime software in a few ways. Refer to https://www.intel.com/content/www/us/en/programmable/quartushelp/current/index.htm#reference/glossary/def_hexfile.htm for details. Thanks
