I contacted Win Nie ni Penang and she said that because this is a CAT 4 customer I have to use the forums to get a response. Here is the email from the customer describing their problem.

Subject: [External] ALTERA PREMIER ACCOUNT SETUP ** NEED YOUR HELP **
We’re trying to set up an Intel account for QRC Tech for self-service license center and other support. I’ve set it up as follows:
Name = “License Manager”
Company = QRC Technologies
Phone = 540-446-2270 x171 (which goes to Marlon Winder’s desk)
Email = Altera.License@qrctech.com (which goes to me and Marlon Winder).
I’m not hearing back, so I suspect they’re trying to validate. If there is anything you can do to speed that up and let them know we’re a legit business then I would really appreciate it.

Hi Szack,
For license file request and activation, the end customer can log into their “My Intel” account to find Intel FPGA Self Service License Center and submit Contact Customer Service form (https://fpgasupport.intel.com/AlteraLicensing/license/index.html).
