Please attach your complete "quartus_sh_compile.log" and also mention your board model and OpenCL BSP version you are using.

Are you running DCP 1.0 PRQ? Have you installed OPAE as described in the below prior to compiling the kernel? https://www.intel.com/content/dam/www/programmable/us/en/pdfs/literature/ug/ug-qs-ias-v1-1.pdf
