We need to download Quartus 15.0 software for windows XP 32bit operating system,

Where can I download the same?

In the below link, i can download Quartus software for windows 64 bit operating system

Just change the version number at the top of the download page.  For example:

unfortunately, Q15.0 does not support 32bit operating system, here are the OS that it support:
