Quartus 2 support matrix?

Is there a chart or table which lists which devices, device families, and Altera IP are supported by the web vs. subscription versions of Quartus 2? 

 For example: Does the web edition support Altera's soft memory controllers in Cyclone V? HMC in Cyclone V?  Thanks,  - Bob Elkind

The linked table is vague on a question which is important to my customers: Does the web edition support Altera's soft memory controllers in Cyclone V? HMC in Cyclone V? 

 Is there a succinct list of which IP (or MegaCore functions) are fully licensed/supported in the WEB vs. SUBSCRIPTION editions of Quartus 2?  Thank you for your help! (again),  -- Bob Elkind

I would suggest you to contact Altera's sales directly. The description, what's free and what's not is not very clear. According this information http://www.altera.com/products/ip/design/basesuite/ip-basesuite.html memory controllers belong to "IP Base Suite" and the licenses must be bought separately.
