Hi,
Could you try to re-download the tar file on parallels and re-install Quartus?

The Apple M1 processor is an ARM based architecture.
What makes you believe any of the Quartus WIndows or Linux versions which are all Intel X86 architecture will work on an Apple ARM based system?
