I have Quartus Lite 18.1 installed on my computer. The board I'm gonna use is DE2-115. As you can see from the image below I have already installed device files for Cyclone IV devices:
However, when I try to create a new project board files are missing:
Yeah, I can choose my FPGA using "Device" tab but I want to select a Board instead.

Could you try re-install again? Try to download the individual file .qdz and replace it.

There's no re-install option on Device Installer tool. I uninstalled that specific device using Quartus uninstaller. After that, I downloaded Cyclone IV device again using Device Installer. It didn't work, sadly.
Where those board files must be installed on Quartus folder? Maybe I can manually add lacking files.

I tried installing all the device files in the link below; <individual files>
Only MAX10 and Cyclone V FPGA Boards seems to exists after installation. So probably there's something wrong with other device files.
Could this be a general issue? Could the board files for this version of Quartus have been uploaded incorrectly on the website? If I install a Cyclone IV board file from another version, would it work?

I know your problem now. Under Family, Device & Board Settings, you have to choose the device from Device tab and not from the Board tab.

Yes, it seems to be existed on Device tab as I said at the beginning. However, I want to choose my Board. I don't have comprehensive knowledge in Intel eco-system but as far as I know, in other ecosystems, selecting a Board file instead of directly choosing the FPGA part was beneficial. It included configurations specific to that board, making things easier for us. It made communication easier with peripherals that are not part of the FPGA but are on the board. For instance DDR controller. Maybe this isn’t the case in Intel’s ecosystem—I’m not sure. Is there really no way to select the DE2-115 as a Board at all?

Cyclone IV is not available under Board tab.

Yeah, I got it. This is a general problem, not only me. Can this be fixed? Could you inform the authorized team to resolve this issue? Because being able to directly choose a Board would be really beneficial and short way.

As mentioned, board files weren't a thing when Cyclone IV came out. Also, the board you mention is a Terasic board, not Altera/Intel, so it would not be included in the installation for sure.
What feature are you looking for that you want to get from a board file?

As I mentioned above, in another ecosystem I worked with, the Board file provided convenience for configuring peripherals that were outside our FPGA but still on the board. My expectation is the same here.
