I download Intel® Quartus® II Web Edition Design Software Version 13.0sp1 for Windows from https://www.intel.com/content/www/us/en/software-kit/711791/intel-quartus-ii-web-edition-design-software-version-13-0sp1-for-windows.html and I download separate files: Intel Quartus Software and Intel® MAX® II, Intel® MAX® V, Intel® MAX® 3000, Intel® MAX® 7000 Device Support. After I install it, I try to design digital systems from the guideline: https://tinyurl.com/ed542ttv . but it cannot run. Any solution suggested?

The screenshot seems to show an error with your simulation tool, not Quartus, and you're not showing the error messages you are getting.  Can you show that?

Lim,

From the screenshot I see you are trying to do simulation with university program wvf. From the document you followed, which par/step produce such result?

By right, there should be a window simulation result pop up after you click functional simulation.

Lim,

It works properly at my end and I cant reproduce the issue.

Since you mentioned it stuck as snapshot attached, may I know if your machine meet all the requirement for system and software supported device used?

You can refer to link below for Minimum Hardware Requirements
