Welcome to INTEL forum. Apologize for the inconvenience happen, there some web technical issue due to upgrading proses before. Now the user's SSLC issue has been resolved. Login to https://licensing.intel.com/ to get your license file.
Hello! I have the same problem.
I requested access to Intel® Partner Alliance thus I have an account.
Even with Intel Partner Alliance account I can't download a license for Questa.
The link https://fpgasupport.intel.com/Licensing/license/index.html is redirecting to main page of Partner Alliance.
As I said, obtaining an account do remove this message, but doesn't solve the problem.
The link is just broken!
As for me it's just redirecting to https://www.intel.com/content/www/us/en/secure/partner-alliance/overview.html
Should it work this way?
upon signing to https://licensing.intel.com/ you should see this.
#Pls feel free to use our New License Assistant in circle to generate license.dat file

I’m not sure on the error. Could you help clear your web browsers cache/temporary internet files (if possible, shutdown your PC and restart back) and sign back to SSLC(link) using Google chrome and see how things go. If still error, alternatively, you could contact field team/distributor for trial/evaluation Questa license request. Please find the contact for our sales and distributor near you from link below:
If you still facing issue, please provide details below for checking.
