I have mine in ~/.altera.quartus/quartus2.qreg
(16.smth version) Grep your paths in the folder. Killing this file clears all the data, license info etc. You can back it up and try editing or killing. If not happy - restore from backup.- Mark as New

That's is for linux, if you were using windows, this files is located at C:/users<username>

You don't need to delete the entire settings file.
Open the quartus2.qreg file in a text editor and delete the lines beginning with:
Quartus_UI_Framework\quartus.exeMRUFiles=
Quartus_UI_Framework\quartus.exeMRUProjects=
Quartus_UI_Framework\Last_Project_Open=
Deleting those lines will clear the list for recent files, recent projects, and last project open respectively.
