Identical design, I compiled it in Quartus Prime Pro 19-3, programmed the sof file and it failed in hardware test, pcie hardcore would not link.

Using Quartus Prime Pro 19-1, it works in hardware test, programmed the sof file and it pass the hardware test, pcie hardcore link without problems.

Yes, there is an issue in 19.3 PCie IP. Unfortunately the errata still pending to be release. At this moment, can you stick on 19.1 and the fix will be release in 20.1. thanks.
