Can someone provide a tutorial on how to use VTAP in the Max10 devkit?

Do you mean Virtual JTAG?

When programming the Max10 devkit I see VTAP in the JTAG chain. Is this is the same as Virtual JTAG?

I'm not sure. A quick Google of the term shows this page ...

which implies that it is a hardware jumper ... but to control what? You'll have to read the docs :)
