Is the IP catalog not accessible to the no license version? Is it a matter of insufficient RAM?

If you chose the 30 day trial, the IP Catalog list should still appear.

IP Catalog is accessible even there is no license. Have you tried to wait for awhile and see if the IP Catalog appear?

I have waited overnight. I did not see this in any of the previous versions. This is not a problem since I am just as happy with version 19.3. You can close this ticket. It is an older desktop that is having a few other issues. Let's assume it is a hardware quirk.
I am so pleased, even surprised that Intel offered me personal support. It makes me realize why I have loved Altera as an active user since 1998.
