Where can I go to find out what the Intel Quartus tool actually does?

I have a BS in Computer Science from the University of Washington, and also an MS from the same university. My interest has turned more to electrical engineering, and I have come up with a concept for a hardware sorting machine that I'd like to investigate long enough to determine if it would be useful in the industry. I bought a book on VHDL, and I think it gave me enough information to code my sorting tool. Can the Intel Quartus tool help me with such a VHDL specification?

The Overview section at that link said, "The revolutionary Intel® Quartus® Prime Design Software includes everything you need to design for Intel® FPGAs, SoCs, and complex programmable logic device (CPLD) from design entry and synthesis to optimization, verification, and simulation." What's the difference between an FPGA, a SoC, and a complex programmable logic device?
