can anyone send me their standard edition license.dat file for quartus 64 bit edition (*floating license) ?

Here you are not going to get license file.

Use quartus lite edition which is free, If you can't afford license for std or pro.

actually i heard someone is changing to pro edition so the standard edition license is of no use him right , so i want license from them .

You're not going to get a license here. Besides, a fixed license is attached to a MAC address of the machine it's running on.
