can't launch design space explorer

I'm running version 13.1. Sometimes I cannot open the dse and getting this error, without any reference to what caused it. Just a pop up. 

Any idea what to do? 

Happens when switching from Quartus to DSE.

Try opening DSE from command line or Windows without having Quartus open first.
