Hi!
While trying to run Programmer from Quartus, it always gives the same error - "Device in use".
I also runned jtagconfig (i killed jtagd before), but it gives the same error
umarnurmatov@zenbook433da ~/intelFPGA_lite/21.1/quartus/bin $ ./jtagconfig
1) USB-Blaster variant [1-2]
Unable to lock chain - Chain in use - check
After several repeating of this operation, programmer suddenly worked and i flashed the FPGA, but after rebooting the system, the same problem appeared.
PS: I already made udev rules.
OC: arch linux (but i also tried manjaro and ubuntu 22.04 - the same problem appears), Quartus 21.1 Lite

Custom board or dev kit? Are there other devices on your chain?

Hi n1njaeng1neer,
I have found a similar case which you may take a look at and give a try:
JTAG : Unable to lock chain on CentOS 5
Unable to lock chain (Insufficient port permissions)
Unable to lock chain <Hardware disabled>
