jtagd not working correctly on RHEL 8

We use Cyclone IV E boards.  Under RHEL 7 everything worked fine with USB Blaster / jtagd.  Under RHEL 8 the jtagd in the latest version (20.1) never works whereas the jtagd in an older version (15.0.1.150) fails in the same way ( board is seen by quartus but communication to it silently fails until it times out) until the device is unplugged from USB and plugged back in.

Hi, do you see any error message for that? Is the USB Blaster able to be detected?
