is it possible for non-profit open source developers to acquire a "commercial license"?

Commercial licenses can be obtained by any company, as long as they meet all the requirements. Please read all the documentation on obtaining a commercial license at https://software.intel.com/en-us/sgx/commercial-use-license-request .
