License Cost and Intel's Role

Dear All,

The Commercial License Agreement from Intel for SGX reads there is no fee for the license to be granted.

Why then have this Licensing process at all? Why have a remote attestation done from Intel Servers then? Can we have our own remote attestation done? The EPID protocol sounds complicated. What is Intel's purport with the Licensing?
