Halt problem

Hi,

I would like to use system debugger to debug ice lake server platform. 
When I halt target platform, I got an error like "E-2201: Target is unresponsive".
Does it means System studio 2019 Update4 doesn't support ice lake server CPU?
 

System studio version: 2019 Update4
Target platform CPU: ice lake server
Target platform PCH: c620
