Hi Amaresh,
in the Linux community there are several providers like Sourceforge and CodeSourcery that have offferigns for rebuilding and customizing compilers - especially for embedded usage models.
If you are talking about building and developing your entire tool suite from scratch I am afraid i have to point you to to
Compiler Design literature that you can easily find at online bookstores. Sorry for not being able to provide more specific help.
