"No CPU cores detected" error message Intel System debugger NDA 2021

Apology if posting incorrect forrum. 

We just acquired Intel system studio 2021 under NDA and now trying to debug system over DCI interface.  When we try to debug we get following message.
"Cannot start Intel System Debugger: No CPU cores detected, check your debug setup".

 

Wondering if there is anything obvious that we are missing..

 

current BIOS settings are as follows.. 

  • Enable/Disable IED (Enabled)
  • Platform debug consent (Enabled, DCI OOB + [DbC])
  • CPU Run Control (Enabled)
  • CPU Run Control Lock (Enabled)
  • PCH Trace Hub Enable Mode (Host Debugger)
