I have validated on my end, and everything appears to be working fine. I can login to Intel® Developer Cloud Console without any issue at this moment:
Could you please provide us with your Cloud Account ID for further investigation? At the same time, kindly launch the Intel® Developer Cloud Console page from another browser or in incognito mode. We would also recommend you to clear your browser's browsing data (cache, cookies, etc.).
Do let us know if these methods work for you.

I found that this Intel website is super unstable. I cannot login in HK Nigh Time (HKT 1800-2400) frequently. I can login in the morning HKT 0600-1000.
Here is the error:
