The guest VM not provisioning

I am trying to launch Small VM - Intel® Xeon 4th Gen ® Scalable processor as guest vm and it is struck on provisioning

Thank you for reaching out to us.

We apologize for the inconvenience caused. The Virtual Machines are currently at full capacity and are not able to be reserved at the moment. Instead, we would recommend you switch the region to Region-2 and try to launch again as Region-2 still has some capacity left.
