I've looked everywhere, and contacted Dell three times and no one can seem to help, even with it being highlighted on their sales page: https://www.dell.com/en-us/work/shop/desktop-deals/optiplex-7070-micro-desktop/spd/optiplex-7070-micro
Can anyone assist in locating the installer for the hub?

When you got the OptiPlex 7070 Micro Desktop from DELL™ did you also obtain the Intel Unite® installation package?
I am asking because this installation package should have the server and HUB installation files.

Base on the information that you have provided you have a DELL™ OptiPlex 7070 Micro Desktop this platform is not supported for Intel Unite®, you can find more details about the supported platforms at the end of the following link https://www.intel.com/content/www/us/en/architecture-and-technology/unite/intel-unite-overview.html.
We recommend contacting dell to see if the hardware can be changed for a supported platform.

I have a similar (ID 5 Error, I started a forum for it) issue, and DELL has confirmed (called today) the Optiplex 7070 works with Unite.
Its also listed on their Website as a supported platform...

Thank you for sharing these details, in this case, we recommend getting the Intel Unite® installation package used by dell to install it on their system and the installation steps since we have not validated the OptiPlex 7070 Micro Desktop as shared on my previous post.

In case you are still experiencing the hardware compatibility issue, the following fix may help you resolve this problem:
Upgrade the Hub to version 4.0.3754 or 4.0. 4173.
I will send you an email to the email address associated with your profile containing the Intel Unite® App Version: 4.0.4173.30. Unzip the files and use the Intel Unite® Hub file to perform the upgrade.
