Intel s2600cw pcie x16 running as x8 only

Hello guys, Ive got s2600cw2r motherboard with 512gb ram+2x 2699v4 but have problem, pcie x16 is running only at x8, in bios have set it even manualy to x16 but it still runs as x8 (and no other that one gpu is plugged at pcie slots, tried all x16 slots on mbo, different gpus) I even bought same MBO because i tought mbo is broken... Second mbo doing same thing maybe someone have idea what to do, what am i doing wrong?
