No tx-posed credit when 400G Agilex 7 FPGA writes data to host memory

CPU:Intel CPU Intel(R) Xeon(R) Platinum 8457C,DDIO
FPGA:Altra Agilex 7 FPGA RDMA NIC, PCIe gen5 * 16 MaxPayload 512 bytes
RDMA write Operation
 
Receiver CPU:When the FPGA RDMA NIC receives data at the 400G rate, the PCIe write DDIO hits 100%, but the PCIe 1000+ clks (500MHz) does not update the credit or is intermittently not ready, and the NIC buffer starts to consume. Abnormal network behaviors such as PFC are triggered, and the bandwidth decreases. The RNIC and CPU Core are on the same NUMA node.

Are there any credit analysis tools for analyzing cpu behavior?
