i7-930 - Overheating

Hello, I have a problem with my i7-930 he is overheating

My gear

Asus Rampage III extreameCPU i7-930 2.8GHz (stock no OC)Corsair 1000W Silent Pro Gold3X4 Corsair memory vengeage 2000MHzStandard intel coolerTthermal artic grease MX4Room temp about 20° C

Processor 45° C

Even outside the case on my desk the temperature starts at 45 ° C without load.

I googled and found several similar cases without a clear answer.

Now 44~46°C idle at bios no load at all withh my room temp at 20°C for me is hot, becouse when I start windos the computer restart and got CPU temp high, in the case my Tcase is 64.9.

The cause of the problem in my case was an electrical problem on the motherboard, since replaced the motherboard and the cooler for a H70 these are the results.
