Unable to install Intel oneAPI Base Toolkit on Windows 11

The installation of the Intel oneAPI Base Toolkit fails when the installation process starts and before any package is installed. The log file does not indicate any error messages so I cannot understand what the problem is.

Any help would be appreciated.
